The College adheres to various federal, state, and institutional policies and guidelines. Below are the key guidelines, policies, and regulations that govern the College.

 

Middle States Accreditation

Essex County College is a member of the Middle States Association (MSA) for accreditation. MSA activities are carried out through its the Commission on Higher Education. The Middle States Commission on Higher Education (MSCHE) is a voluntary, non-governmental, peer-based membership organization dedicated to educational excellence and improvement through peer evaluation and accreditation. MSCHE reviews the performance of institutions periodically through on-site evaluation or other reports. Accreditation is continued as a result of periodic reviews and evaluations through assessment of institutional achievements. The peer review process of Essex County College is conducted every 10 years to ensure full compliance with accreditation standards.

 

New Jersey Statutes and Administrative Code

The State Board of Education adopts regulations to aid with implementation of portions of education law where specified. Education rules and regulations must adhere to the provisions of state education laws covered under New Jersey Statutes Annotated (N.J.S.A.) 18A and the New Jersey Administrative Code (N.J.A.C.) Title 9A. The Commissioner of Education has jurisdiction over matters that violate Title 18A or applicable administrative code.

Board of Trustees Policies

Essex County College Board of Trustees is accountable to the citizens of Essex County and the State of New Jersey and is responsible for developing the policies governing the general conduct of affairs of the College. A copy of the Board of Trustees Policies is distributed to members of the Board upon appointment.

 

College Regulations

College regulations are developed to exercise the authority vested in the College pursuant to N.J.S.A. Title 18A, N.J.A.C. Title 9A, and policies of the Board of Trustees. Section 4 of the manual contains regulations related to personnel matters.


Non-Discrimination Policy

It is the policy of Essex County College not to discriminate on the basis of race, creed, color, national origin, age, marital status, familial status, affectional or sexual orientation, disability, gender identity or expression, genetic information, liability for military service, or any other category protected by applicable law. This policy applies to all terms, conditions, and privileges of student recruitment/enrollment, staff employment and vocational opportunities.

 

Further, the College conforms to all federal and state statutes, executive orders, regulations, guidelines and amendments including but not limited to: New Jersey Law Against Discrimination; Title VI & VII of the Civil Rights Act of 1964; Title IX of the Education Amendments of 1972; Section 504 of the Rehabilitation Act of 1973; Age Discrimination Act of 1975; and the Americans With Disabilities Act of 1990.

Accommodation Policy

The ADA is a federal anti-discrimination statute that is designed to remove barriers which prevent qualified individuals with disabilities from enjoying the same employment opportunities that are available to persons without disabilities. Essex County College will make every reasonable effort to accommodate special needs. Requests for accommodation due to medical disability must be supported by medical certification and should be referred to the Human Resources Department.


 

Smoke-Free Workplace Policy

On April 15, 2006, the Smoke-Free Air Act (P.L.2005, c.383) went into effect. This Act protects New Jersey residents at work and in public places from deadly secondhand smoke. The Act states that tobacco smoke constitutes a substantial health hazard, and therefore, it is clearly in the public interest to prohibit smoking in enclosed indoor places.

 

In accordance with the Smoke-Free Air Act, Essex County College prohibits smoking in academic, office and other campus buildings.
